Secondly, since Prologix GPIB-USB is $149 straight from http://
www.prologix.biz, (is this a right source?)  I don't mind buying it.  But am
I going to run into similar issues with other software/hardware? I am
entirely new to GPIB.  I can use some guidance, please.

The problem isn't the GPIB side, but how the adapter connects to your system.
If it's a PCI card, you need a driver.

The prologic connects via a USB serial chip.  It uses one of the popular chips
so you probably won't have any problems with drivers.

I don't know anything about Timelab.

The Prologix is very easy to use . I use it with Labview ($ 50.00 Home
edition) and have several vi's.
I have interfaced it with HP 3325A, HP 3405A , HP 3478A , WK 2400, XL
Microwave 3401 and several others.
You can use Termite(free) or  GPIB Configurator ( free) to sent one liners
to test code.

I have an NI GPIB-232CT-A and an NI GPIB-USB-A for a reasonable price.
Contact me off line if interested in vi's or adapters.
