Lady Heather can display solar times.  Set the time zone name to SST or SDT (there is also a command line option).  Heather can also calculate and display the sun and moon positions and moon phase.  The next release has some improvements to the  equation of time calculation.  Also, be aware that a lot of the solar time calculators on the web are rather poor and error prone or just plain wrong.  Many just want to give you a table of solar noon's (and may no take into account your lat and lon).

I'm guessing that in order to properly setup this heliostat you need to know the local mean solar time, i.e. correct for
Daylight savings, EOT and your offset from the time zone meridian.
