Alright, I agree.

The point is: do we ever need S1 NTPs? I think, this could be a nice addition if properly realized, but right now I'm not sure if I can propose it.

Anyway, going to plan moving these NTPs from the Cisco gear (where they didn't belong from the start, anyway).

Your management needs educating. Your whole network architecture needs to be analyzed . What happens if a S1 server goes away , what happens when a switch dies , or a router…….
2 clocks is a bad idea. 2 clocks from the same manufacturer is a worse idea. If there is a FW issue in one it will get the other.

GPSDO S1's AND the public NTP pool for sanity checks.
Maybe BG7TBL's units instead of LeoNTP?
Is that a good idea?

You really can't properly monitor any stratum-2 sources you have
configured if you don't have your own stratum-1 and you need at least
three independent ones to rule out any irregularities in them with high
enough probability.
